Student Support Service

1939 Art Academy provides support services to all its students which include:

  1. Provide orientation for students.
  2. Provide accommodation information, transportation guide and directory to assist students in their new environment.
  3. Friendly learning environment.
  4. Advice on career opportunities and post-graduation planning.
  5. Advice on Students Grievance Procedure.
  6. Participate in Social community and charity activities.

Student Dispute & Grievance procedures

Student complaint/feedbacks are documented. (Day 1)
Course Consultant tried to resolve the differences immediately (Day 1)

If unresolved Resolved = documented findings & file

Refer to the Centre/Office Manager (Day 2 - 3)
Centre/Office Manager will find a solution to resolve & file an investigation report on the finding.

If unresolved Resolved = documented findings & file

Refer to the Course Manager/Student Affair Department (Day 4-8)
Student Affair department will hold a meeting to address the dispute.

If unresolved Resolved = documented findings & file

In the event that the student and 1939 ART ACADEMY School are unable to resolve the dispute in accordance with the grievance procedures above, the school shall refer the student to Singapore mediation centre.

If unresolved Resolved = documented findings & file

If the matter still unresolved, the student will be directed to Singapore Institute Arbitrators. Its Decision is FINAL.

The school will strive to resolve all complaints within 14 days upon received of the complaints /feedback form.

Refund Policy

Any decisions made on refunds by 1939 Art Academy will be final, and the requests by Students for refund of the tuition or service fees shall be deemed as fully settled. Students shall cease to pursue any further claims from 1939 Art Academy for any other refund of the said tuition or service fees.

Descriptions of refund policies stated in this Student Handbook are simplified only for Students’ easier understanding. For a full understanding of the policies, Students are advised to refer to the Agreement as the Academy will carry out actions and policies according to those stated in the Agreement. Fees paid for Short Term Courses are strictly non-refundable.


1. Notifications

Students will be notified immediately if, for any reason, the following should occur:

  1. The Academy fails to commence the Course on the Course Commencement Date;
  2. The Academy terminates the Course prior to the Course Commencement Date;
  3. The Academy fails to complete the Course on the Course Completion Date; or
  4. The Academy terminates the Course prior to the Course Completion Date

Actions that will be taken by the Academy:

  1. Within three (3) working days: Notify Students in writing
  2. Within seven (7) working days of notifying Students: Provide Students with information and details of alternative confirmed course arrangements

2. Withdrawals

Students are entitled to withdraw from the Course by giving a written notice to the Academy (See Annex A attached).

2.1 WITHDRAWAL WITH CAUSE
Withdrawal with Cause includes:

  1. The Academy is in breach of any of its obligations under the Agreement; or
  2. The Academy fails to perform its obligations as stated above from 1a) to 1d)

Refunds by the Academy will be carried out within seven (7) working days of:

  1. Notifying of students of circumstances 1a) to 1d); or
  2. Receiving Students’ written notice to withdraw

Refunds to Students include:

  1. The entire amount of Course Fees; and
  2. The Miscellaneous Fees

2.2 WITHDRAWAL WITHOUT CAUSE
Withdrawal without Cause includes:

  1. Any other reasons not stated under 2.1 a) and 2.1 b)

Refunds by the Academy will be carried out within seven (7) working days of:

  1. Receiving Students’ written notice to withdraw

Refunds to Students will be based on the figures stated in Table 1 below:

学生退款条例将根据以下条规:

2.3 2.3 COOLING-OFF PERIOD

The cooling-off period allows Students to withdraw from the Course within seven (7) working days of submitting a written notice, regardless whether the Course has commenced. This will take precedence over the Academy’s refund policy stated in 2.2.

Students should have been notified by the Academy on their rights under the cooling-off period upon signing of the Agreement. The written acknowledgement (See Annex B attached) must be submitted to the Academy, and the cooling-off period of seven (7) will only commence from the date Students acknowledge the notice.

If withdrawal date within cooling-off period is BEFORE Course Commencement Date, the Academy will refund:

  1. The Maximum Refund (as stated in Table 1)

If withdrawal date within cooling-off period is AFTER Course Commencement Date, the Academy will refund:

  1. The Maximum Refund (as stated in Table 1), LESS
    1. Any Course Fees consumed by Student
    2. Any administrative charges
    3. (iii) Any applicable bank administrative charges properly paid/payable
